Cover letter help needed please.

Hope you all are doing good.

I am in need of a bit advice on my cover letter drafting, thank you in advance.

I am about to apply Set(LR), one of my in-time visa application was refused in 2014 and I made a fresh application 10 days after receiving the refusal letter and was granted, so no break in continuous residence I believe.

With the refusal letter in 2014, I was given right to appeal in 10 business days, which extended my 3c leave further ‘until the appeal is no longer pending’. What puzzles me now is should I argue and include this 3c leave extended by appeal right in covering letter as I feel it overcomplicates things since I made a fresh application only 10 days after receiving the refusal letter and was granted, and also one technically cannot make new application while under 3c leave (although HO indicates 3c ends if one makes new application when AR is given, nothing regarding the appeal tho).

Also do you think if my case is likely to be deferred in PSC due to this complication?

There is no 'template' letter and one isn't needed really. HO have your full history on their system. If you feel you must write a letter, just state the facts.

Also please desist from starting new topics and continue in your existing thread you have.
