ILR rejected(spouse of settled person)

Hi,

Background:
My wife ILR(spouse of settled person) application is rejected ,reason given is I have only completed continuous 4years and 10 months in the last leave granted. And advised me to pay NHS surcharge of 1000£ for 30 months to grant the limited leave to remain.

She arrived in UK on Tier1 General Partner Entry Clarence (granted 17th April 2013 valid till 7th June 2014)
After that Spouse of settled person -(Granted 16 May 2014 valid till 16th Nov 2016)
After that Spouse of settled person -(Granted 1 OCT 2016 valid till 29th April 2019)

Issue :

I have paid the 1000£ NHS surcharge and they have granted me the “Parental relationship of British child” changing my VISA status from “Spouse of the settled person ” thus changing my visa status and pushing me into 10 years route for ILR.
I have meet all the conditions of “Spouse of settled person” limited Leave.

Do I have any options to appeal or administrative review ? I could have got ILR after 2 months staying in same category ?
