Self assessment penalty lay off - impact on ILR submission

Hi All,

I have moved from tier-2 ICT to tier-2 General in July 2015. I have been filing self-assessment returns from 2011 when I entered the UK on ICT multiple entry visa. I have entered the UK multiple times on ICT visa between April 2011 to July 2013 hence claimed excess tax amount by filing self-assessment return.

However, after moving to tier-2 general, I did not file the self-assessment return before 31/Jan/2017 for 2015-16 as I thought it is not required any more. I have received a letter from HMRC asking me to pay penalty fees in Oct'2017. I have not received any warning or request from HMRC up until then as they were sending me the letters to my previous address. I have written a letter to HMRC requesting them to exempt the penalty fees after filing return in Jan'2018 for the 2015-16 period. HMRC has issued a letter and confirmed that they have exempted the penalty fees. Now, I have the following questions -

1. Does this exemption fall under any civil offence? Does this affect my ILR application next year?
2. HMRC have confirmed me that I do not need to file self-assessment from now onwards. I have filed for 16-17 and 17-18 financial years also. Is that ok?

HMRC fine for lats SA is may not be a civil penalty
