Dependent visa

my friend is on a dependent visa from a workpermit holder and the partner has gone back to Africa without notifying herand she heard that he is living with another woman.What is the new step she should take.

Your friend seems to be in exactly the same situation as you.

If the WP holder has returned to his/her home country with no intention of extending the WP / returning to UK, then your friend will have to return to his/her home country before the expiry of current dependent visa.
