ILR PEO to Postal

Have a peculiar ILR case. On my behalf my solicitor has filed my ILR based on 5 Year completion on Work Permit and Tier 2 Visa on 10th Mar, 2010. My solicitor informs me that application was not processed on the day at Croydon PEO as there is a LIVE application against my name so PEO sent the application for postal processing. Wondering what does LIVE application means

Other facts
1) Have made an appointment for 15th March, 2010 before employing the Solicitor. This booking is not cancelled until now.
2) My parents are currently with me on a Visitor Visa.
3) Have unsuccessfully applied HSMP in 2008. Unsuccessful reason being lack of points

Could any above refers to LIVE application? Also how long does it take for postal processing via Croydon PEO.
