Proof of salary request?

We just asked my wifes employer to furnish us with a proof of earnings request.
They are humming and hawwing and asked to see the form. It seems such a simple request and I was under the impression that they are obliged to give that letter without any reason.

Luckily we realised the actual monthly salary is on the wage slips along with actual monies earned.

but just putting it out there for your thoughts as seemed pretty strange and we were panicing as we want to send everything away.
