ILR and Past Visa Rejections

If someone is on a workpermit and if one has been denied visa to other countries (not the UK) for procedural issues such as incomplete documentation provided at the time of visa submission, will the home office hold that against the applicant who is applying for an ILR?

Given that this person has full documentation about the rejection, including the reasons for rejection from the other embassy, will home office be able to review and grant visa on the same day or this calls for a postal application?
