ILR FOR MY WIFE

Hi there,
I am on ILR in 10 years category and my wife is on spouse visa recently switched from TiER 1 General Dependendent.
My wife stayed in uk on TIER 1 General from June 2009. I want to apply for my wife ILR on TIER1 Dependent basis so do i have to show the income which normally requires now for TIER 1 General candidates(Main Applicant).
My wife recently appeared IELTS and score is 7. Is english language requirement ok with IELTS.
My wife was outside of the country for 300 days with genuine reason in the last three years.
