Hi
my ILR application on the basis of 10 years log residence is pending with UKBA and i have recently received Biometric request as well.

just couple of weeks ago ( after 5 weeks of my ILR application Submission) i come to know that i have a civil judgment against me ( liability order for Council Tax). i have disputed that with that council about that.

my questions are

1- is CIVIL JUDGMENT makes any difference (Refusal) to ILR application?

2- shall i write my self to UKBA that i just come to know about it, that's why when i filled SET (O) form i did not mention about that CIVIL JUDGMENT there?

Regards

Liability order is not a CCJ.

Jambo you are right its not CCJ as Magistrate court issues liability Orders, but confusion is this, is it not comes under Civil Judgment category, and should i not must disclose it?

I would sort it out with the council and inform the HO about it. As it is not a CCJ I don't think you need to disclose it but I'm always in favour of disclosing everything just to avoid any doubt.
