LONG RESIDENCY AND DEPENDANTS AFTER 9 JULY 12

Can some one explain the effects of the latest rule changes to my situation please.
I am on Tier4 dependant visa till Sept 2014, My 10 yrs will be completed in May 2014 (6yrs student, 2 yrs PSW and 2 yrs Tier4 dependant.
Do my partner (now main tier4 visa holder) needs to complete 5 yrs for indefinate r old rules will be applicable.
