Invalid SET (M) Application Refund - how long does it take?

I used a out-of-date application form when I applied for SET (M) around end of March. On 21th May 2012 I received a letter from UKBA saying the application is INVALID and my application fee will be refunded shortly.
However, I am still waiting for the refund ( I have already submitted my second SET (M) application and paid another £992).
I called UKBA and they asked me to write to the Account OPS. I wrote to them about 3 weeks ago and haven't heard anything back. So far it has been 10 weeks since I received the letter saying that I will be refunded SHORTLY.
Wondering if anyone got their refund for a INVALID application? How long did it take UKBA to refund?
UKBA told me that the only way I can chase up my refund is to write to Account OPS. I don't know what to do next if Account OPS simply won't respond to me...
