Correct form for under 18 dependant (my sister)

Dear Forum Members
I will be submitting an ILR application in the next few days. I will include my wife on my SET (O) application but I am not sure whether I should also include my sister, whom I have been looking after since she was a 3(Her visa is based on exceptional leave granted by the UKIAT and I have been able to extend her visa alongside my Tier 1 based on that judgement of the court)
My question is whether for the ILR I should include her on my SET (O) form as dependant child or submit an independent SET (F) form for her.
