Does the rule change on 9 July 2012 affect old WP holders?

Hi Everyone
I am completing 5 years in Jan and will be applying for ILR as i have been on WP with a single employer for 5 years.
I have read somewhere before that partners of WP holders dont have to wait 2 years but then i came across this link

Can someone please help/clarify my doubt? Will my wife be eligible to apply with me in Jan 2013 though she would have only been in the country for 1 year and 9 months.
