ILR - PBS migrant

Hi,
I was granted HSMP visa on 4 March 2007 and then got extension in Tier 1 general in Feb 2010 which is now expiring in 04 March 2013. I was wondering if I can make an ILR application in person in Feb 2013 (The reason I m asking this is because my five year will complete on 04 March 2013). Also If any one can tell me the amount of maintenance funds I would need to show in my account for ILR.
