I've seen this in various threads now but can anyone confirm why people provide all these tenancy agreements, water bills, council tax letters and whatnot? Not to mention birth certificate. I mean seriously?

tenancy agreement , water bills or council tax letter are not mandatory documents but almost all people submit these documents for proof of address only or for cohabitation proof.

I can't see anything missing, or any more to add. There are some unnecessary ones, but I would be worried if it was the other way round.
Good luck.

Is any proof of address required by the rules/law/guidance/application?

No. The utility bills and other evidence mentioned are for proof of cohabitation only.
