ILR Criminality Question (PCN which turned to Bailiff Visit)

Hi All,
I have to apply for ILR (SET 0). I am currently on Tier 1 General.
I got a PCN (Panelty Charge Notice) sent to my old address (address was not updated on DVLA car registration) on 30th April 2011.
My address on DVLA was updated on 6 May 2011 but the notices was kept on going to old address.
On 30th of Nov 2011 I got Baliff's notice to pay 400 £ for the panelty.
I payed to bailiff's and got no debts left. I changed job in June and they new company did CRB and credit checks they all are fine.
I have following two questions
1- Do I need to mention that all in the application's covering letter? Is it a civil panelty? (if yes then do I should be mentioning it in the Criminality section of ILR (SET O ) form.
2- Can my application for ILR be refused on these basis?
