This person came in on student visa. claimed for asylum. Refused then served with intention of removal in 1996, appealed against it. Failed 1998. Continually stay in UK for 22 yrs.
any suggestion is welcome

-- The rule for 20 yrs has changed comparing with the 14 yrs rule.
--Now a day. deportation order is normally used against criminal.so the defination of deportation would be a lot more defferent comparing with one ten yrs ago
