Pre-Action Protocol - Judicial Review for ILR Decision Delay

Hi,
Does any one has sent Pre-Action Protocol letter leading to Judicial Review(JR) to UKBA for extreme length of time (and delay beyond 6 months) UKBA is taking to decide on SET(O) applications based on Long Residence?
