28 day Rule before submitting ILR application

Hello,
Please could someone help me with this question. I am on Tier 1 (Gen) visa and my visa expires on 11th april when I will be due for ILR. Since we are to submit application not later than 28 days before the end of qualifying period. Is is right if I book PEO appointment from 14th march? Not sure of this calculation. Thanks.

My visa history as detailed below:
I switched from Post study to Tier 1 General visa from inside UK.
Initial Tier 1 General Visa-- 16/04/2008 to 11/04/2011
Extension-- 24/03/2011 to 11/04/2013
I have not travelled outside UK since then.
My concerns are:
1. With the extension visa ending on 11/04/2013 it looks as if the whole period is 4 days short of 5 years, judging from the stamping date (16/04/2008) on the initial visa. I thought the extension visa should have ended on 15/04/2013.
2. When will be the nearest appropriate date to book PEO appointment?
Please if you need any more information I will supply. Thanks for your response in advance.

You will be eligible to apply from upto 28 days before the 5th anniversary from 16/04/2008.
I.e. you can book a PEO appointment on any date from
http://www.timeanddate.com/date/dateadd ... &ad=28&aw= but before current LTR expires on 11/04/2013.
Regarding your point 1), that shouldn't be an issue. Read my comment under the following post to understand why:

Does a person has to have a valid visa to cover up / reach 5th anniversary or regardless of days shortage is it ok to apply 28 days in advance?
