pls advise,driving panelity points CU50, & FINE 60POUND

Dear experts.
1, can anyone clarify ,that i am going to apply ,tier 1,G, ILR, PEO in 25th,march.
I have driving offence CU50 (careless driving) and 60 pound fine in Jan,2010.
do i need to show in my ILR form set 0.
while at the time of my extension April 2010,i have not disclose it.
2, i am paying my council tax to bailiff because i have missed my two payments and court order bailiff to pay.
