Query on ESOL and citizenship course

Hi,
My wife is doing ESOL and citizenship course and will soon progress to level 1 . Will this fulfill knowledge of English language requirement for ILR? I’ll apply for ILR in july . If she qualifies now will it be a problem ? Also , is this mandatory to enroll for next level ? Could you please help ?
