28 days rule clairification for ILR ( Visa issued in UK )

hi all,
I have seen different posts about this and people are confused
I am not an expert but that's what I have gathered from UKBA website etc
1. You can apply 28 Days before you complete qualifying period
2. You must apply before your current leave expires
so if your visa was stamped 1-Nov-2008 ( stamped in UK )
than you can apply 28 days before 1-Nov-2013
If you were given extension visa till 28-DEC-2013 there is no need to wait till the end,
as the condition is 28 days before the qualifying period not 28 days before the expiry date of your current leave

As I am new, Can I please request seniors members to confirm this or advise if my understanding is wrong

You are confusing between ILR qualification and current leave expiry.
In the case you have state,
Qualification is 28 days before 1st Nov 2013 that is it.
Some people have exisiting leave of permit for 2 years after ILR qualification period, doesnt mean they have to wait till the end of that.
ILR is an independent application to your current leaven and an optional application, just because you qualify doenst mean you have to apply and you can apply when when you qualify, regardless of your current leave to remain period.
The only thing it might affect is a right to appeal as I understand you dont get a right to appeal if you have a valid leave to reamain.

Correct 28 days before qualifying period ends.
