ILR and Civil penalty - court order error

hello All, i need your advice from the members of this forum
- i was issues a fixed penatly fine for not wearing seat belt in Taxi. i paid the fine doing online test and paid in full.
due to error i got a court order stating that i have not paid. post explaining them the error was accepted and the order was with drawn.

i raised this post during Tier 1 extension and i got many replies as it need to be mentioned as its doesn't qualify as penalty
now i am applying ILR -
do i need to mention this ?
