Is ILR timebound 5 yars 10 years etc

I am a little confused about ILR. do we need to specify number of years you want to stay, at the time of application [after 5years in Tier 1]

There is no requirement to say how long you want to say. ILR is indefinite i.e. forever, unless you leave the UK for 2 years after ILR then you lose it or have to follow the requirements as a returning resident application.
