I have lived in the country since 17th the October 2000. Am a hospital doctor and have been employed in NHS since arrival. Initially on Permit free training and since 18th September 2008 under General Tier1- HSMP visa. I would finish 5 years in October 2013. I do not currently hold a ILR or PR.
I am however married to a French national and have 2 children who are French nationals as well and are resident and schooled here.
In the last 8 years, except for 2 maternity leaves( 1 year each) which I spent abroad, I have not been away from the country.
I intend to take the Life in the UK test next week.
As part of the application process for HSMP, my knowledge in English language has been proved.
Do I qualify to apply for naturalisation or do I need to apply for ILR first. And if I do how long do I need to be on ILR before I qualify to apply for naturalisation.

You need ILR before you can apply for Naturalisation. As your wife is NOT British, you will need to have ILR for 12 months before submitting naturalisation application and meet all the standard requirements.
