Can someone please clarify this:

If someone is issued Visa for 60 months and then travels to the UK 4 weeks later the EC is issued; when is he eligible to apply for ILR?

Can he apply for ILR 28 days before the Visa expiry date given that his five year qualifying period did not start on the date the visa was granted but the date he was allowed entry to the UK.

I should add the EC was issued as a WP holder.

Yes, he can apply 28 days before.
