Earliest date to pply for ILR

Hi Gurus,
Please can you advise on when is the earliest i can go for ILR thru PEO? Here are the details on my VISA dates.
Received Initial HSMP Visa on 13/03/2008 to 13/03/2010
Entered UK on 16/08/2008 (almost 5 months late)
1st extension as Tier1 on 10/02/2010 to 13/03/203
2nd extension as Tier1 on 11/02/2013 until 13/03/2015
I had to go another extension as i entered 5 months late to UK. I think i would complete my 5yrs stay in UK from 16Aug2013 and eligible for ILR, what is the earliest date i can go for ILR?
Also i am looking to go for Solihull PEO, when is the best time to book the appointment as i am not seeing any appointments left for solihull these days?
