Would a false second application affect my case?

Hi I applied for asylum in my true identity 20 years ago, failed in the first instance. Then I applied again with a different name in 2000.The application had been rejected too. Now I am entitle for the 20 years new long resident rule. Should I declare that second application history? I am aware that fingerprint data are only kept for up to 10 years .
