English language test for ILR

Hello All.
Quick question :
There is news about the english language test and life in uk test both to be done for ILR application.

now in regards to this in case if someone entered UK (with IELTS certificate for english language requirement in Tier1 (General Migrant) and then moved onto spouse visa (switch from Tier1 to spouse within the UK)
Do they still need to sit for the english language tests for listening and speaking ( they have already sat and passed the UK Life test)
