My friend applied for his ILR 4 months ago but didn't add his wife as his dependant for FLR. His application for ILR is still pending for ILR decision.

Can he now apply for his wife FLR(M) application ?

I assume his application was SET(LR), yes she can apply asking for a decision to be made after his, supplying the reference number.
