Direct ILR for wife not on dependent visa - Help needed

Need a help on ILR application for my wife.

My wife is on an independent Tier 2 visa for 2 years and co-habituating with me in UK, can she directly apply for an ILR?

I got an ILR only around 3 months back and was in Tier 2 ICT visa before for 5 years.

Looking forward for guidance.

She'll either have to continue as a PBS applicant or switch to FLR(M). She can apply to settle after 5 years as a qualifying PBS applicant, after 5 years under FLR(M) or when she reaches 10 valid and legal years in the UK. If she has completed 5 years as a qualifying T2 ICT then she can apply for ILR in her own right.

What are the actual documents required if she decides to switch to FLR (M)? I have been searching many threads for this, but have not got a clear list in any of it. It will be great help if you point me to one?
