ILR Eligibilty Date Confusion-urgent

Hi All
I have the confusion on my Eligibilty date for applying ILR. I got my first Tier1 incountry on 18 DEC 2008. Does it mean I am eligible to apply from 18 Nov 2013? or eligibilty date starts from 21 Nov 2013?
I am confused as it says 28 days before eligibilty and also 4 years and 11 months before eligibilty.
Kindly clarify please

That means you can apply for ILR 28 days before 18th of Dec 2013. Keep in mind that it is NOT full calender month, its 28 days.

That means you can apply for ILR 28 days before 18th of Dec 2013. Keep in mind that it is NOT full calender month, its 28 days.
Thanks akhurshid. Thats helpful as I was thinking qualifying period was 4 years and 11 months. It seems its actually 28 days prior to 5 year period.
