NEED XPERT OPINION PLZ ilr application submited 8 months ago

Dear expert and others,
My brother has completed his 10 years in fe 2013 and submitted his ILR application then and visa valid till 2014 feb.
However it has beed 8 months since and has not recieved biometric letter although received acknowledge .
we have sent many letters and fax no reply from them.
made fone calls but not getting any satisfactory answer ..
please tell us how to get out of this nightmare
