No, it's not a civil penalty. Are you married/civil partnership with a British Citizen?

hi
yes i am married to a british national since jul 11 and changed my visa to spouse (flr m ) in feb 12. ( i was on tier 2 since sep 09 )

so i should not be worried about summons ( i set up a direct debit and its on DD since then ) without any problems for my council tax.

just wanted to know about civil penalty / civil judgement . the rest is all straight forward i think.

thanks to everybody at immigrationboards. always kind and helpful

If you have been resident in the UK for 3 or more years you may be able to apply to naturalise as soon as you are granted ILR.
