Hi,
I got my Tier 1 Visa on 16th August 2010.

First came to UK on 11th Dec 2010 after 5 months of my visa start date.

I traveled to India on Holiday for 3 weeks on 2012 and 3 weeks on 2013.

I got my Tier 1 extension for 3 year and valid until 16th august 2015.

Can I apply for PR on 16th august 2015 based on continuous stay requirement ?

As I was never outside the country for more than 180 days in 12 months.

You'd qualify for ILR in Nov 2015 because you do not fit into the below clause...
Guidance –ILR – calculating continuous period in the UK @ Page 21 wrote:The period between entry clearance being issued and the applicant entering the UK may be counted toward the qualifying period, as long as it does not exceed 90 days. This can occur if the applicant is delayed travelling to the UK. Provided the period of delay does not exceed 90 days, it will not be counted as an absence.
