Speeding letter, recentlyapplied for Ilr/LR help needed

My dear Friend recently received a 'Notice of Intended Prosecution' letter following a speeding offence (42 in a 30).
The offence was on the 02/12/13, and the letter is dated 04/12/13 advising to accept or challenge the traffic offence.
my friend applied for his ILR/LR application 0n 08/12/13.
Questions:
Q1: As he very recently applied for ILR/LR application , what impact would be and procedure to follow.
Q2: What is the best course of action weather to accept or fight on as this the first time he received that sort of speeding letter.
any advice will be highly appreciated.
