ILR applicaton query

I am currently in UK under Tier 1 General visa
Date of First Entry Clearance: 20 May 2009
Date of Entry to UK: 13 July 2009 (54 days after entry clearance)
Date Current Leave to Remain: 29 May 2014
Absences in last 5 years: 123 days (Discounting the late entry)

Spouse Visa granted: 11 November 2011
Spouse Entry: 27 Feb 2012
Spouse absences: 32 days

a) What is the earliest date I can apply for ILR via PEO and Post?
b) Spouse and self educational degree are recognized on PBS calculator. Do we still require English language tests or the PBS printout will suffice?
c) Based on current rules, spouse is eligible to apply for ILR at same time as main applicant. Is that correct?

since the entry is less than 90 days from the date of first stamp, you can apply on 22nd Apr which is 28 days before the first entry clearance stamped date.

I still suggest you book after 22nd apr atleast 1 week after the start time to be on safe side

Sorry to bump the post..but can any of the senior members tell me if there is any change to the ILR rules for 28 day and 90 days after 6 April 2014.
