Tier-1(General) to ILR

Hi All
I got my Tier-1(General) visa on 4th March 2009 and entered UK on 18th May 2009. My Tier-1(General) visa is going to expire on 4th March 2014. Kindly let me know if I can book PEO appointment by now for my ILR application. I read some where that if one enters within 90 days of visa stamping, can apply for ILR before 28 days of expiry of current visa. I have calculated accordingly and found that I will be eligible for ILR application after 5th Feb 2014. Kindly let me know if my understanding is correct.
