can ILR applied when eligible before Tier1 is expired

I have following period of stay in Uk
• First entry – 7 Nov 2007 on HSMP
• Applied and granted tier1 visa – 12 Nov 2009- 12 dec 2012
• (I was out of the country from 19 Nov 2009 to 11 March 2011 and thus could not apply for ILR due to lack of continuous 5 years stay
• Hence applied and granted 2nd tier1 extension – 12 Dec 2012 valid until 12 Dec 2014
• It appears I will have to apply for 3rd tier1 extension for 2014-2016
However counting backwards, as you can see, I will have continuous period by march 2016 (11 March 2011- 11 March 2016) however my tier1 extension would be valid until Dec 2016
Please advise, can I apply on March 2016, whilst tier1 extension is still live? Or Do I have to wait until 3rd extension expired, before I apply for ILR?
