SET(LR) - old passport not available, consultation?

Hi,
I'm preparing documents for my ILR application.
I'm worried about the fact that I don't have the original of my old passport (country of origin - Kazakhstan), only photocopies. I had to renew my passport last year and was required to hand the old one in. I believe I could have asked for an exception but it's too late now.
What should I do? Would a cover letter with the explanation be sufficient enough?
Also, can someone recommend a place to have a face to face consultation? I'll be completing and sending the form myself, but I'd like a qualified visa consultant to go over it with me.
Any help will be much appreciated.
