ILR on Tier 1 (General) after 5th May 2014+Tier 1 Dep

Hi All,
I am bit confused about this new rules coming into affect for ILR after 6th April 2014 or 5th May 2014
I am currently on Tier 1 General
Initial issue date:6th June 2009
Extended Tier 1 G on 14th May 2012
Expiry Date : 7th July 2014
My five year are compleleting on 6th June 2014 so i can apply 28 days before which will be any time after 9th May 2014
What implication it will make on my application under new rules which is coming to affect on 6th April 2014
Also my wife is on Tier 1 General (dependant) she entered in UK last year in 13th September 2013 she cannot apply for ILR because she has to spend five year to get ILR which I understand.What visa I have to apply for her after I got my ILR
I have called Home office they are saying she need PBS Dependant extension form to fill
Please any suggestion and help will be apprecitable
