I just wanted to know if there is any possibility for the government to scrap 180 absence rule in tier 1 visa in any consecutive year,and the old 90 day absence rule can be placed again ?

Why are you just creating unnecessary issues? You should check the statement of intent when they're released if you want to know intended changes.
