Single person council tax discount - ILR

Quick question. I will be applying for ILR soonish, from a Tier 2 General Visa. All these years I have been claiming single person council tax discount (25% off) with no problem, as it was not considered a public fund - ie, I have not had any problems getting an extension last year, or even going thru some internal checks from UKBA when they reinstated my leave after a curtailment during a company takeover (long story, UKBA's mistake).
I remember, quite clearly, the Public Funds guideline in the UKBA site even mentioned that Single Person Tax Discount DID NOT count as a public fund. That was from a version from last year on their site.

My concern is I have just read the current version of the guide, and it no longer mentions Single Person Tax Discount in the non-public fund item list.
Have they changed the policy this year? Is it now considered public funds and am I now all of a sudden in breach of my immigration terms?

EDIT: Never mind, I have just read first paragraph in page 6 still says sole occupancy discounts are not considered public funds. I have just answered my own question. Sorry about the thread, I am just a bit paranoid. :)

Or does this still apply, meaning it still falls out of the public fund category?

"(f)a council tax reduction under a council tax reduction scheme made under section 13A of the Local Government Finance Act 1992 in relation to England or Wales or a council tax reduction pursuant to the Council Tax Reduction (Scotland) Regulations 2012 or the Council Tax Reduction (State Pension Credit) (Scotland) Regulations 2012."

A SPD is not a public fund.
