ILR Set(M) Postal inconsistent processing times

The UKBA seems to be very inconsistent with its processing for ILR Set(M) postal applications.
A friend of my wife was granted her ILR in less than 3 months, this was towards the end of last year. We could apply applied for my wife's ILR a few months later, and we are still waiting, it been more than five months. Both applications used the Newcastle council checking service therefore have the necessary documented evidence. They refuse to answer any questions as it not quite been six months and even my MP is unable to gain any additional information.
Anyone else aware of such inconsistency in processing applications? or know the reasons why they seem to grant some IRL's quickly while others seem to take forever.
