Applying for a family visa while waiting for my ILR

Hello to everybody,
I got a question and I would be grateful if anyone could help me with. Basically, recently I've applied for ILR and my application hasn't been decided yet. Currently, I'm on spouse visa in UK ( married to British husband),which has already expired, and therefore I've applied for ILR. Meanwhile the Home Office is deicing my ILR , me and my husband would like to apply for a family visitor visa for my mum to visit us for a month.
Can we apply for her visa while my ILR application is still with the Home Office? Just considering that I didn't need to submit my passport for my ILR application.
