Indian Passport Stolen With ILR On It

Dear Expert,
Need your help.
My friend's passport has been stolen from his house and he is looking to report this to UKBA.
Does anybody know what is the best number to contact them directly ?

He should first notify his local police station of the theft where he will be given a crime reference number. He then needs to apply for a replacement passport from his country's embassy. Once he has the new passport he will then have to apply to the UKVI for a transfer of visa. Unfortunately it's going to cost him!

Thanks for your response casa.
He has also received certificate of british citizenship couple of days back and now he is thinking to book an appointment for Oath to get his british passport.
Does he still has to contact UKBA regarding his ILR ?
He has already informed Indian embassy and police about his stolen passport.
Please guide us.
