When should I apply?

Hi,
Could anyone please tell me which date I can apply for ILR. I heard about the 90 days concession for qualifying period. Could you please point me to the UKBA guideline/pdf file for Tier 2 general route ? My details are as follows:
Tier 2 (general)
1. Entry clearance/ valid from date on visa 12 Aug 2010
2. Arrived in UK 19 Aug 2010
Following the standard rule I can apply from 28 days before 19 Aug 2015, i.e. from 22 July 2015. Where does in UKBA say about the 90 days rule ?

Many thanks.
So it means I can apply 28 days before my Visa issue date of 12 August. i.e. on 15 July. I hope this rule will not change by the time I apply,

Hopefully not, but with HO, we never know.

I know these have been discussed many times still I would like to raise my case on this forum to get expert opinions for peace of mind.
I hope the 90 days concession rule is still valid for Tier 2 (General) to ILR application as I am going to apply for ILR on 15 th July which is exactly 28 days before my Entry Visa valid from date of 12 August. (I entered UK on 19th August 2010). Also I hope the caseworkers are aware of these rules. I am worried if there is any possiblity and history of refusal/denial for this . Any comments from experts and others would be greatly appreciated.
btw. I need to apply on the earliest possible day as I will go for holiday.

Yes, the caseworkers are aware of the rules. No need to stress about this, you should be fine.
When are you going on holiday? You need the ILR BRP to re-enter the UK and if you leave within a couple of days of your ILR appointment, it is likely you won't have them yet.

but I havn't booked my holiday yet, but plan to go immediately after ILR/BRP, that's why the rush.

I would suggest you wait for the BRP to arrive after your appointment. It can take up to 10 working days to arrive.
