Is ILR BRP required for UK entry if you have CTD 1951

The rules have been changing. France will not let Refugees with only Convention Travel Document 1951 enter the UK through their borders although it says clearly on the travel document that the holder does not require VISA. Now, does the UK border control allows you in the UK if you do not have ILR because you sent it for Naturalisation application? Would it be sufficient nowdays to return to the UK using CTD 1951 and a copy of your BPR?
