SET (LR) for EEA citizen

Hi I would be grateful if I could get some help.

Timeline:
German citizen

Entered UK with family June 2002 when I was 16.
Have stayed in UK since
Full time education, university and now employment for 4 years.

My PR as a EEA citizen was refused as I did not exercise treaty rights as I did not have CSI when I was a student.

My question is that if I was to apply for set (LR) would I have to have eexercised treaty rights for the whole 10 years?

Yes, ofcourse.

And using time spent on an EU trajectory within a 10 year LR application is at HO discretion.

My understanding is that if you are applying for LR as an EEA national without exercising Treaty rights during all or the applicable part of the 10 year qualifying period, the application will be refused.
