PAP got refused. Need advice for Judicial review!!

I really need some help for the advice.
My wife ILR under old rules and got refused reason because Paragraph 287 （a）（v） adequate and adequately in relation to the maintenance and accommodation.
I m the self-employ and who make income for my family and mywife is housewife
My income after all expenses is not meet the britsh famiy would received which is around £60 short.
Then i found the soilictor to help me to check is any chance to appeal. He found the very strong point. HO never mention our saving in the income support equivalent.
If he combine the saving for income source. We are qualfiy to meet the amount.
We sent the PAP letter few days ago and today we got refused again. They are not explan us anything just copy the reason of the first letter. Still not mention our saving. I can said they seems didn't read thought our 5 pages PAP letter and refused again.
Now we are very sad and don't know shall we still go ahead JR.
anyone can advise us some other way. (Reapply the ILR or how much % could success the JR in our case
